How can i improve this method of charging.

i have 3.7v 1300mah li-ion battery powers 3.3v arduino. works fine input power using raw port can take 12v without damaging board. i'm trying keep project small , cheap possible. if connect 2 wires battery , charge 3.7v while battery feeding arduino. voltage go up? since charging , gets discharged arduino. i'm kind of lost see charging packs manages this, want keep small , simple.

to charge li-ion battery, need charger intended purpose.

that type of battery destroyed overcharging , overdischarging.
