Low amp draw from WS2812 strip


i can't figure out why led strip isn't drawing more current.

i'm driving strip of ws2812 leds (5m @96/m, 480 leds) teensy 3.1. short data wire, 3.3v output drives leds fine.
i've tested teensylcs 5v output on pin 17 same results.
the leds powered 30a 5v dc-dc converter 12v , fed 2 10 gauge wires run parallel strip , feed power @ each end , every meter along way. lowest voltage @ led @ far end @ 4.6v.

at full power strip draws 16a @ 5v (16a/480leds =  33ma ea).
it should drawing @ least 21 (45ma each based on testing) , based on ws2812 spec (60ma max per led; 28a)

in setup, have

fastled.setcorrection(0xffffff);

when select white , brightness set.
fastled.settemperature(0xffffff);
fastled.setbrightness(255);
set leds white
fill_solid(leds, 480, 0xffffff)
then of course...
fastled.show();

i'm not using of power limiting functions of fastled.
why these leds drawing 33ma each instead of 50-55ma i've read about?
is there odd setting fastled has pulling brightness/

how measuring current? dvms not give accurate reading on pulsed currents. although full power still pwm going on in leds, 255:1. way measure peak current small shunt resistor , oscilloscope, or better still current probe.
