Thread: Ubuntu 9.10, ThinkPad T43 CPU scalling problems

i'm running ubuntu 9.10 on thinkpad t43 following specs:
model/type: 2668-cto/vyu
cpu: intel pentium m (dothan) 2.0 ghz
chipset: intel 915pm
i/o hub: intel 82801fbm ich6-m southbridge
video: ati mobility radeon x300
problems cpu-scalling , machine staying of time @ lowest cpu speed - 800mhz. cannot force change 2.0ghz or of other available fequencies above minimum, neither gnome applet, nor tools cpufrequtils. changing of governor, or trying set speed fixed 1 unsuccessful.
result system slow, , can see gnome applet time time goes 2ghz, i'm not sure if not fake, because whenever need speed.. cpu intensive task nothing happens (e.g. flash vidoes tearing).
state per cpufreq-info after boot:
i have same problem if try kubuntu 9.10 of course. both default kernel 2.6.31-14 , latest standard repositories - 2.6.31-17cpufreq-info

available cpufreq governors: conservative, ondemand, userspace, powersave, performance
current policy: frequency should within 800 mhz , 2.00 ghz.
governor "ondemand" may decide speed use
within range.
current cpu frequency 800 mhz (asserted call hardware).
cpufreq stats: 2.00 ghz:0.00%, 1.60 ghz:0.00%, 1.33 ghz:0.00%, 1.07 ghz:0.00%, 800 mhz:0.00% (4446)
made test earlier ubuntu 8.04 lts kernel 2.6.24-26 , there problem does not exist. cpu scaling working correctly can play flash videos (easiest test can make) , fine - system faster.
read somewhere after ubuntu 9.04 acpi_cpufreq compiled kernel, , may connected problem.
please advice ideas if known issue/bug, how solve, etc. i'm found similar problems in launchpad, not same exactly, , no working solution me.
update: after posting, found , installed unofficial 2.6.31-17 kernel modifications, notably acpi_cpufreq compiled module. and cpu scaling works normally.
kernel installed "https://launchpad.net/~linux-phc/+archive/ppa" (linux-phc.org), meant undervolting cpu , replacing acpi_cpufreq module provided linux-phc team. default after installing modified kernel boots original acpi_cpufreq module , i'm on step, before preparing phc module.

well, me issue bug , have file in bugs.launchpad (never did till , i'm going test it), first post @ ubuntuforums, , when see tens of new topics posted every hour in area of forum.. wonder who'll ever have time, unless big luck, put opinion on topic. other topics here...
please explain me, how things in forum work ? me looks there should person(s) canonical on full time job checking area of forum)).
