Arduino based ic tester - help

i need ic tester refrigerator pcb.
i'm thinking arduino based ic tester.
is possible?
if yes, how?
an shield or maybe custom board?
i want simple possible. have no idea have search.
there several tutorials, need full information logic gates. need find out if ic broken or not.
every appreciated.

tcp client
